The 5th Tourism Human Resource Congress will focus on the training and development of human resources, as well as a discussion of issues and factors that influence entrepreneurship and employment for tourism and hospitality stakeholders, taking into account the challenges raised by the 4th Industrial Revolution. Two days in length, the event will feature an informative program that discusses management practices on human resources that will define what the tourism landscape will look like in the future, and how we need to prepare for this eventuality.

Rationale
Human resource development is recognized as a critical component for tourism. This is because the growth and quality of tourism services and supply depend upon the human component, their abilities and capabilities. Indeed, how people from the industry interact with the tourist is an integral part of the total tourist experience. However, with the coming of the 4th Industrial Revolution, where artificial intelligence and computerization is taking over more and more jobs, what will be the fate of the human resource component in tourism? Will there still be jobs in tourism and hospitality? What will the future jobs in tourism look like?
The development and quality of tourism human resource has always been a key policy area for the Philippine tourism industry. Recent policy initiatives in human resource development include the teaching of tourism and hospitality courses in senior high school under the technical-vocational track of the K-12 program. Human resource development within the tourism sector is a key component of the Ambisyon Natin 2040 plan. The National Tourism Development Plan and the Tourism HRD Strategy both spell out a vision of investing in people for a competitive and sustainable tourism development. What preparations, if any, are being done at the national level to meet the new demands born out of the 4th Industrial Revolution?
At the international level, the ASEAN Mutual Recognition Arrangement and the ASEAN Qualifications Reference Framework are in full swing. When fully implemented, they will increase the mobility of tourism labor within the region and increase the value of assessment and certification as part of the qualification requirements in recruitment. At the United Nations, decent work has been identified as one of the 17 goals of the 2030 Agenda for Sustainable Development. Together with other goals, it seeks to realize the human rights of all, achieve gender equality, empowerment and balance the three dimensions of sustainable development: the economic, social and environmental. What will be the impact of the 4th Industrial Revolution to these goals?
Adjusting to the new demands and realities of tourism - which will surely be impacted by the 4th Industrial Revolution - and how it will affect future jobs is a question worth considering. Some items that need further investigation vis-avis the challenges that the 4th Industrial Revolution include: What are we doing to prepare our future tourism workforce for the job requirements of the future? How can the tourism workplace still be made more inclusive for women, the youth, persons with disabilities, and those in the countryside within the context of the 4th Industrial Revolution? How can productivity of our human capital in the Philippine tourism industry be sustained? How can the conditions of work be managed so labor standards are still upheld?
Addressing these issues are significant, as their resolution can identify ways by which a more sustainable future for the industry can be achieved. One mechanism that allows a deeper understanding and discussion of these questions is the 5th Tourism Human Resource Congress. Organizing the event also responds to issues raised during the 4th Human Resource Congress which, among others, called for training and development as a pathway for sustainable tourism, the strengthening of the curriculum in tourism, and the holding of regular conferences and seminars for personnel in the tourism industry.
Goals
The 5th Tourism Human Resource Congress aims to upgrade knowledge and skills and to discuss management practices dealing with human resources to address the new challenges raised by the 4th Industrial Revolution. Experts in the field of human resource development, trainers and educators, the labor sector, employers in tourism and hospitality, LGUs as well as government executives from the Department of Tourism, Department of Labor and Employment, Department of Education, the Technical Skills and Development Authority and the Commission on Higher Education shall share their knowledge during lectures, plenary and break-out sessions, and panel discussions during the two-day conference. The congress will thus seek ways to bridge the gap between the industry and education/training sectors and examine factors and issues that influence human resource development in the tourism industry.
